Can anyone tell me the laws restricting self installed catalytic converters?. Source online say "no you may not do it yourself" but others say go for it. As well there is plenty of places to buy your own. so im not sure how it can be illegal if purchasing is. I am not currently concerned with burning up the car or exhaust issues as it is 10 degrees or less here in Minnesota currently. Part appears to be 50-60 for average.

Also, what is involved with installation? looks to be a few bolts and some prying.

Thanks all.

Yea after some research it appears install of a direct fit OEM part wouldnt be a huge hassle after lifting the car. The odd thing though is the fume escape has stopped, its mid winter and was below zero all day. Could snow kicked up into the under body make temporary smoking or what would allow the converter to spew then seize doing so later?. Even revving the engine now I do not see any fumes escaping it.
