Randy, a copy/paste from the '08 CTS owner's manual (page 2-25):

Programming the Power Windows
If the battery on your vehicle has been recharged,
disconnected, or is not working, you will need to
reprogram each front power window for the express-up
feature to work. Before reprogramming, you will need
to replace or recharge your vehicle’s battery.
To program each front window, follow these steps:
1. With the ignition in ACC/ACCESSORY, ON/RUN, or
when Retained Accessory Power (RAP) is active,
close all doors.
2. Press and hold the power window switch until the
window is fully open.
3. Pull the power window switch up until the window is
fully closed.
4. Continue holding the switch up for approximately
two seconds after the window is completely
closed.
The window is now reprogrammed. Repeat the process
for the other windows.

Hopefully a reprogramming of the driver's side window control corrects your issue.

On rare occasion one or more of the window controls in our cars need to be reprogrammed - even in the absence of battery issues. This has happened to me on roughly three occasions with the three 2nd gen CTS's I have owned over the last 7 1/2 years. Not a biggie.
