What research I have done on fuel injection most of the designs call for the fuel pressure regulator to be at the end of the fuel rail, yet my 97 Deville has the fuel regulator at the beginning. Just how is fuel pressure maintained that way?

It's a hydraulic system. Even if the rail is dead-headed at the other end of the U the rail pressure is maintained at desired - the FPR simply bypasses excess fuel back to the tank.

Yes, the 1998 or 2000 redesign placed the FPR at the "return end" of the rail - that style combines the return/bleed line into one.

Here's a basic diagram of a "dead end" FPR ....................(your FPR outlet is also combined into the tank return line, so there's an extra nipple in the diagram)
