My car's horn sounds like it's clogged, it doesn't have that crisp "BAAAAAA" sound but instead "BOOOOOONG" like a steamboat. It's strange cause when I press the horn my headlights dim at night with no other road lights. Is this normal?

i think there fine ....check another cadillac 99 and prior cadillac devilles used a more classic "cadillac" tone for the horns ....(there are multiple horns)
headlights dimming ...i dunno , never made a note of that ....might be normal considering the current draw
