Under the front of the intake is a small black rubber hose connecting a stainless tube from the back of the engine to something underneath the front of the intake. It is leaking/weeping something on to the small vacuum diaphram below it and it's corroding it. Can any body tell me what the connection is and whats inside of the hose? Sorry about the bad quality of the first pic.

It's a coolant feed. If you look close, there's a second line going to the radiator. Hot/warm coolant is fed into the throttle body to heat cold air and help emissions (I think it's to help emissions, can't remember right now.)

On the F-Bodies, there is a very very minor performance gain if you do a Throttle Body by pass.

You may have a seal going bad or the hose could be lose. Easy to replace or tighten up.
