The list is for all GM cars going back to Buick Regal days.

OBD has been around since the 70's. In 1988 California required that all Automotive manufacturers provide a system which could identify faults in the vehicle's computer control system. This was called OBD I.
Also in 1988 requirements were set for a second generation of OBD, Designated ODB II. Federal law requires that all the automotive manufactures meet OBD II standards, which went into effect in 1996
.
OBD II requires that the on-board computer monitor and actively perform diagnostic test on the vehicle emission systems. The Federal Test Procedure (FTP) set maximum allowable emission levels.
A Malfunction Indicator Lamp (MIL) must illuminate if a system or a component either fails or deteriorates to the point where the vehicle emissions could rise above 1-1/2 time the FTP standards.
.
.
.
This has nothing to do with superchargers.
.
.
.
This has to do with the federal standards.
If I can set a PCM to say it ran the EVAP test and past, but the car does not have an EVAP system this would be illegal.
The Manufacturers had to encode the software so it can not be hacked.

.
The way I read the law is ANY TUNING OF A PCM FOR STREET USE IS AGAINST A FEDERAL LAW.
Just adjusting the spark curve would make the program non compliant with the Federal Certification that the PCM's calibration has.
.
All the Custom Tuning Software is illegal for street use.
.
I have GM federally certified programs and custom tunes
