That's the transmission vent tube - it's normally clipped to the throttle cable bracket.
EDIT - you can see the remains of the clip - the half moon plastic.
Edit #2 - use a black wire tie in the original clip hole. No one will ever see the difference. (You have your original brake work thread running simultaneously next to this one.....)
