I was very surprised to see that there is no light for under my hood. All there is is a ground strap going to the hood, So I looked on my friends 02 EXT and he has a light with a small cut out on his underhood insolation for the light. I looked on mine and there is no cut out for any light. Is this normal ?

Yup, it's normal. One of GMs cost cutting moves.

I have an 03' and it has no light.

They also removed the cabin air filter and for '04 the second rear bed light in the EXT among many other things...
