I think every cadillac ends up with this problem. 90% of the time, it's something to do with the paddle switch sitting on top of the motor. My dads one simply had a bad connection between that switch and the motor. I took a small flat file and cleaned the terminals, then I bent the terminals for a more solid connection. It's worked fine ever since.

The one on my car was bad connections inside of that paddle switch. I had to drill out the rivets, then clean the connections inside the switch. After that I drove to Ace and bought some nuts and bolts to replace the rivets. It worked fine for a few years after that, then it acted up again and I said screw it. I took the switch off then took two paper clips and hotwired the motor to the down position. Orange is constant positive and black is ground.
