(I have a 1998 Seville STS) When traction control is switched on, I can get wheel spin from heavy throttle acceleration, but when it is switched off, the car's power is limited and there is no wheel spin even at full throttle. I'm wondering if this is normal or not.

A '98 will start in second gear with TC disabled, you won't get any wheel spin on dry pavement. A second of wheel spin with the system on is normal, it needs a split second to react.

If the system doesn't react to the spin, THEN there's a problem.
