I checked and checked again before re assembly timing was on b4 I tore this down I had a p0016 and 17....all new components still 16/17 before hard start after warm now after the chains starts fine anything off idle is fine....but choppy idle and same codes

Tough one. Do you have a Tech2? You can plot the cam and crank positions, as well as observe actuator function. Did you use OEM parts?

I was a tech 15 years ago I'm confident of timing and I made sure the right and left intake phasers were correct I'm thinking of replacing bank 1 phasers again.....they supposedly make a tool to go this by just removing the valve cover

As someone who has been reading this forum for a while, there have been several DIY timing chain repairs where they were sure they got the timing marks correct, but they weren't. Not to cast aspersions on your work. I too find it suspicious the code appears the same before and after. While we both realize a new part is not guaranteed to be a good part, I personally wouldn't replace new phasers yet. You need a scanner, if you were in northern California I would let you borrow mine.
