My 1990 Fleetwood flunked inspection cause the "steering wheel was loose" among other things, can someone enlighten me as to how I am to "tighten" a loose steering wheel?

It depends on which movement they are considering "loose".

If they mean side to side movement in the wheel (not turning) even when the column is locked, then you will need to replace the steering column bushing inside the car. It is pretty rare that these go bad unless you have about a zillion miles on the car.

If they mean play in the wheel while turning, then you most likely have a bad component in the steering linkage. You will need to check idler arms, tie rods, and the center link. These are usually easy to spot if you twist one of the front tires while it is in the air and the other is solid. You should be able to see "play" in one of the connections.
