Get some poly bump stops from Energy Suspension. PN 9.6110. Should run around $5/pair. Cleanly cut about 3/16" off the big end with a sharp blade to make it a total of 1" tall. Put the cut end as a washer in between the upper mounting hat and the shock. The 1" piece goes above the upper mounting hat instead of stacked washers.

I did the stacked washers at first but had some clunking. I went to the poly bushings to get rid of it. The real culprit turned out to be not having the top nut torqued and preloaded enough. If you jack up the rear of the car and have any gaps between the upper mounting hat and the shock, you'll get clunks. The poly bushings ended up being a much more 'polished' solution than stacking washers, IMHO. Not that you can see any of it once it's all mounted up.

just now realized you wrote that up, i always attributed the mod to whldwhl. nice job on the write up, it helped me to lower my ride, probably would never have figured it out myself.
