Steering rack, steering column flex coupling, or tie rod ends.

Most guys tell me to rebuild the front end but that’s an expensive task. The car sat in a garage for 20 years. Is there more info on how to make those adjustments to the flex couplings or steering rack? It may just need to be adjusted and tightened.
You'll probably need to find a used paper copy of the real GM/Cadillac service manuals on eBay. Haynes and Chilton are far. far too generic and AlldataDIY does not support your '78.
It's a 44 year old car - it WILL require much expensive care and feeding. If you're worried about the relatively inexpensive process of repairing just the steering then you own the wrong car. It will be a money pit, guaranteed.
