So when I get my new crank pulley installed is it possible to put the belts on and crank the car without the radiator on the the car, just to crank it long enough to ensure the new crank pulley spins nicely and the belts don't throw or anything. I just don't want to get the entire thing reassembled just to discover something wrong and tear it back down...

It is okay to crank, or even start the engine momentarily, without the radiator.

Perfectly fine. Drag cars do not even have radiators. As long as it doesn't overheat no worries.
