anyone know if therer is a special way to recalibrate the ac actuator on 03 deville?

The "actuator" is either an ON/OFF/AUTO selector or a temp setting. Is that what you're referring to ?

Or are you trying to re-start an A/C system after either high or low pressure switch shutdown ?

re-start system. it seems to have its own mind. one day it works next day nothing at all. i know the clutch is engaging but just for a minute or so, then turns off, then comes on again after a minute or so.

Have you pulled any trouble codes from the car's built-in code scanner/memory? You're looking for B (Body) codes.

Use the correct model/year section of the sticky post "How to pull codes". Write down any found codes, whether each is Current or History, and define them using the OBD-II code link. Post it all here.

You may be in the market for a trip to a good local A/C shop - slightly low refrigerant charge - and a store-bought can of refrigerant with gauge won't do the job correctly.

Compressor cycling is normal, BUT can indicate low freon Put a set of gauges on it and find out.
Running, you should see low side pressures in the 40's; lower then that and the compressor will cycle.

OK - a direct answer to your question would be to disconnect BOTH cables at the battery -
then touch them together for 5 seconds -

this will erase the memory of the modules and actuators -

HOWEVER -
I doubt this will solve your problem -

as has already been suggested -
use the on-board scanner - and check for codes -

B0429 Temperature Control #3 Rear Circuit Range/Performance
That's the actuator for the rear seat temp control.. Nothing to do with the compressor or refrigerant.
