The elc can have problems that will not set codes, a visual inspection is about all you can do without the pressure gage and adapters (j22124-b) and a diagnostic chart.the compressor should run a short time when pulling codes if not check the compressor relay in the trunk fuse block #2 micro relay center relay a .sts96
