Rear seat belts are locked!

I have a 1984 Sedan Deville with 55K original miles and since I have been kinda using it as a daily driver my kids have locked both of the rear seat belts! I am pretty sure I need to take the back seat out to unlock them but I dont know how to do it. I was wondering if this has happened to any of you guys and if so how did you fix it?

The bottom rear seat cushion is removed by pushing back on the front bottom of the cushion to disengage the retaining hooks from the floor pan. Then, pull the cushion up and out. The rear lap belt assemblies are bolted to the floorpan. Not sure if there's a tension release screw to detangle them, but you should be able to piece it out once you're looking at them.
This happens on mine all the time. I just take a hammer and tap the spool between the cushions and it pops loose
