Not on any Cadillac product. The only air is in the rear load leveling. That's why these cars have as few suspension problems as they do, compared to the Lincoln Continental or Mark VIII for example.

Yes, a lot of people convert their car to passive shocks/struts simply because they're cheaper. The switch from OEM to passive is a downgrade though.
I just put a set of Arnot front struts on my '00 Seville and I can't tell the difference between the OEM active suspension vs the passive Arnot product.

I installed them myself for under $300.00 and the dealer wanted $2,000 for the OEM set.

I consider that a financial upgrade!
