I had the rack replaced on my 97 Eldorado... Picked it up.. Big puddle under the car the next morning.. Called back mechanic and briught it back.. I was told it's the high pressure line that now needs to be replaced.. Pickec up car again last night..

Now first off, they left off one of my lug covers.. The steering wheel is now at 11:00 when the car is going straight. There is still a small leak I notice this morning.. The car now moans when I turn the the wheel all the way to the right or left.. There is a moan coming form the car when I accelerate.. The same moan you hear when the fuild is very low.. However there is fluid in the pump..

Looking for any advise I can get.. I'm losing confidence in the mechanic.. but can't afford to just blow him off and pay someone else for what I have already paid for.. where should I go from here?

Better think twice about being able to afford "blow off" that mechanic. The P/S hose will cost at least another $100, Proper alignment another $100, The pump may be failing now at an additonal cost. That 97 Eldo may have a P/S filter that should be changed on the outside of the subframe n front of the RT. FT. wheel. That may possibly quiet the pump down if restricted.
