I have a white Cadillac with those blue parallel stripes that run the lenth of the car. Is it ok to use the polishing compound on those stripes with a buffer or should I do it manually when going over them?

:tisk: On a 24 year old paint job I'd be really careful about machine polishing pin stripes. Work carefully with a microfiber towel wrapped around your index finger, or, better yet, use 3M blue masking tape (easy release) to shield the stripes. At some point you'll be in for a visit to a GOOD body shop that has a resident pinstriper (NOT TAPE).
