performance pcm/ecu mods ODB II (96+ ) (i.e. 1999 sts)

Anyone know of any place that offers a performance pcm or upgrade or plug in computer or flash programmer to change the performance? as in, making 1st gear work when traction is off, air/fuel ratio, shifting firmness, etc.. This would be on a 1999 STS
