Passenger Fog Light Not Turning On

Hello, and thank you in advance for your time.

I bought a 2011 Dts and I just discovered there was water in the passenger side cornering/fog light. I pulled the cornering light assembly out of my car too discover there was a crack in the lens. I fixed the cornering light assembly and before I put it back in my car I thought I would make sure both the cornering light and foglight bulbs working when powered on. Turns out the cornering light works as it should, but the fog light is not turning on, even though the light is on the dash and the driver side fog light is turning on. The harness does not show any water damage, but there is no power at the harness as I checked it with my multimeter. So I decided to check if there was power making it to the harness which gives power to both cornering light and fog light and is mounted on the cornering light assembly. My multimeter shows power going to the cornering harness, but not the foglight. At the harness both the cornering harness and the fog light harness piggy back the ground wire. I checked the foglight fuse and it is good. Matter of fact I checked all the fuses and they are good.

I am stumped. Is there a relay that controls each fog light? Short of following the passenger foglight positive wire, I have no idea on where else to look??
