To remove both of these parts you will, more than likely, have to take off the rear bumper. The 'paper/plastic board' under the license plate is made of some sort of plastic material, and it should be painted the same color as the car. The 'black plastic mold' is the 5 mph impact strip (I believe this is the technical name for it). And if your car is an 86-89 Brougham this stip should be a greyish color, 80-85 is the black w/ white strip in the middle.Caddy89 said:-I'm not sure if this is the stock part to the car but under the license plate is a paper/plastic type board.
