Little to no heat...

On my 99 D'elegance I turn on the heater and even turn it up full blast on like 80 degrees and nothing... I can hear it blowing but it wont come out of the vents. Not even sure if the air that is blowing "no idea where its being released" is hot or not but it doesn't seem to be heating up the cabin, the heated seat heats the car up better than the heater... no codes.

The heated air should be coming out at the floor vents. Are you sure your blower is actually working? It's either your blower isn't working or your diverter doors aren't opening.
oh heated air doesn't blow out of the upper "head area" vents?
The vents facing straight into the cabin...no heat. Heat is directed to the floor vents. I guess they figure heat rises. If you set your control panel to defog, some heat will be directed to the windshield.

I was told that "its because people enjoy having cool air blown in their face but not heated air" so it warms your feet and comes out towards the side windows and rear passenger heat vent if equipped.
