Kulika, check the "northstar at high speed" thread on Cadillac Seville/Cadillac Eldorado Forum above here. I had the same question on my 98 Eldo which is not an ETC. MtFlight and others relate what was mentioned above....safe higher speed tires, but also say that OBDII (after 96) cannot be "ungoverned" without major changes to the PCM..........118 and the fuel shut-off screen lights up on mine, too.
