Key fob, dome override failures. 2000 Escalade,

My 2000 escalade dome override buttom quit working, interior lights only work when I turn wheel to bring them on, the button never works, now my keyfob quit working, is very old but with new battery it usually works.
I bought new keyfob a year ago for this and finally got around to needing it and it will not program. I have programmed one before with no problem but not now. I wonder it the two are linked or seperate problem.
