Can someone tell me if this a problem.
Garage hvac for downstairs. .
It blows ice cold air.
Current temp is 65 degrees.

What does this frost pic means?

Indoor temp should be set to 75 - 80 degrees. It's the dry air, not so much the temp, that keeps you "cool". If the control 'stat is set to 65 it's no wonder the coil is iced up.

EDIT: You must enjoy high electric bills - :cool:

Thermostat settings? That refrigerant A-coil or slope-coil should be soaking wet, not frozen. An A/C unit is supposed to remove moisture from the air as liquid condensate, not freeze it. Same reason why your car A/C drips puddles in humid, hot weather.

I assume the air handler drains to a sump or sewer through that 3/4" right angle PVC fitting ? Mine (whole house, unit on first floor) has a drain that slants outdoors through the cinder block foundation. It drains several gallons of cold water an hour when it's hot like this (Maryland, 95 degrees right now). Indoor temp set to 78 - nice and cool.

Thanks for the input I appreciate it.
Maryland is nice lived there for 7yrs military.

HVAC is a Goodman piece of shit.
Next year we plan on upgrading the upstairs unit since that unit is a trouble maker sometimes .

My budget is about $7/8k out the door.

I keep a dehumidifier running in my basement all summer long. If it ever gets to 65°, the coil turns into a solid block of ice.

Judging from those 2 pictures you desperately need to vacuum-clean that evaporator coil. It's clogged with dust and the heating/cooling efficiency (airflow capability) is in the sewer.
