Yes, it is. I have the same but because the car is out of warranty they will not replace it. The opinion of all the Cadillac Service Managers I have reached out to is, "This is not a safety issue."

If you are still under warranty, it might be worth having the glass replaced.
Mine looked like yours 3 years ago but it has gotten worse especially after moving from CT to CA.

My warranty is ending next month and I had previously taken the car to the dealer. The dealer asked that I call Cadillac Canada directly. I've called Cadillac Canada and they have asked that I bring the car back to the dealer to inspect and take pictures. I advised Cadillac that this should have been done when my car was in last time as this was one of the things on my list that I had asked them to replace under warranty. So they are waiting for me to bring it in again. PIA since the dealer is the opposite direction I travel daily.

Unfortunately, that appears to be the Cadillac way. I had to bring mine into the dealer 4 times for the rear defogger recall. It's amazing how incompetent they are. And "Executive" service does nothing to help (well, they didn't help me, at least... they just told me to contact the dealer... really?)

My claim for my delaminated windshield was denied because I have very minor and light rock chips. Apparently it is their warranty policy because I've spoken to Cadillac Customer Service. The unnoticeable chips didn't cause the defective windshield to delaminate as I put it, but it is their policy to deny work on a windshield I'd it is previously damaged. I guess it is one of things where you have to deal with the answer even though you don't understand why.

For windshield damage, you should ask your insurance agent if you have comprehensive insurance. They might cover, minus your deductible. They will for rock chip damage.
