I have a '99 DeVille. On the inside the fabric/felt lining has become loose and saggy on the side columns and front window columns/support. Anyone have ideas how to fix this without making it look worse? Thanks in advance.

The parts need to be reupholstered (or replaced).

An upholstery shop can do it fairly cheaply, or you can buy foam backed headliner material and spray adhesive, and do it yourself.

The pillar covers on mine don't appear to have the foam backing - only fabric. Of course, it's possible the foam has all disintegrated over time.

If it is just fabric, you may be able to remove the piece, peel off the fabric and use a spray adhesive on the plastic part. Then carefully roll the fabric back on.

I would try an upholstery shop first, though, as MoistCabbage suggested. It may not be that expensive to have them do it with new material.

The fabric on DeVille is very thin on A and B pillar plastic pieces. It is only glued on the back of the plastic pieces. I would not use any adhesive on showing side as it will show I bet. You could loosen the fabric from adhesive and smooth and reapply adhesive on backside of part.
