I have a 99 seville, and i dont know what controls the dimmer inside, when its dark it runs with the daytime lights and just the dash lights up and its bright. Also the right lamp turn signal turns on by itself then turns off.

on the headlamp switch there should be a round know that you can push in and then turn to adjust the dimmer in side. when i run with the lights off my dash is bright as well and the highbeams come on as day time running lights. now i have 10k hid lows and fogs so i always run with the lights on and i only drive at night idk about the crazy turn lamp issue thats for someone else as my fsm is at home.

For the dash lights/headlights, take a look at the twilight control sensor - the recessed greenish disc in the driver's end of the defroster grille panel. The 2 domed sensors are for HVAC sun load sensing. Your owner's manual discusses the different Sentinel settings, DIC and interior function light control, and the "parade dimming" headlight/DIC feature.

That is what is supposed to happen. The dimmer does nothing during the day when the dash is brightest and not adjustable.
Yeah, that ^^^

The parade feature keeps the instrument panel lights bright during the day even with the headlights turned ON - the dimmer knob does nothing even then.
