So here's the question what would cause the car to start ok without a serpentine belt on, but not start at all with it on? It turns over, but acts like it isn't getting fuel or it is misfiring not quite sure what this could be any ideas?

Im new to the forum as well and I appreciate any help I can get.

ok so I added a new battery have the belt hooked up and the battery acts like it is dead tried jumping it and all I get is click. I think it has an electrical issue? Or something is seized about to check to see if everything turns freely.

I had a similar problem on my 97 and my guess was the same- P/S pump. Turned out to be a seized up A/C compressor. Drove the car home from the gas station without the belt... (only 1/4 mile) It if does turn out to be P/S pump, I dont think that it is that much trouble. I looked at it when I did my head gaskets and it looked aaaiight :noidea:

I replaced my pump 2 years ago. it was fairly easy. Three bolts mount it to the engine in a triangular pattern. I picked up a used one off ebay for I think $30 or so. A tip for you tho will make installation a bit easier. When removing the pump leave the hoses attached to it and remove them from the reservoir. You'll see why when you get to working on it. I found it easier to just route the hoses from the pump back to the reservoir instead of attaching the hoses back on the pump installed.
