Searched through the forum to see if I could find some answers, but didn't see any.

HT4100 is stalling at stop/go, and intermittently won't start. Local shop doesn't know the HT4100, but they feel like it runs fine.

Engine sputters, maybe a misfire. All new sounds after the following modification: California car; to pass smog they ran the motor rich to make it run cooler. Strong gas smell when the stall occurs. I feel like this motor does not like to have that much gas going in it AT ALL.

Any experience with this?

That's (almost) the dumbest thing I have ever heard of. Running it rich might cool it down, but sure as hell ain't gonna pass an emissions test (especially in Ca.).

I think you found your problem. Undo the "modification".
