How to get A/C to cool better '95 STS?

I recently bought a 1995 Seville STS w/ climate control. I'm noticing that the A/C blows cold air at an RPM range more than 1500. However, at stoplights or in idle (<1500RPM), I notice it just blows outside air in (which in summer is like having a heater on). Just wondering if this is normal for an older vehicle like this or if there is a way to boost the cold air or make it more efficient. (R134A level seems to be okay). Thanks.

Check to be sure that the cooling fans are on. They should run anytime that the A/C is on. Also check to see that the condenser is not clogged with dead bugs. You might try flushing it out anyway.
