Find yourself a CARB legal exhaust, then get an intake, and do the timing advance trick. When it comes time for inspection, slap the stock intake back on and back the timing off to normal. Sorry man, but hardly anyone makes parts for the 4.9 in the first place, and nobody makes CARB legal parts (that I know of).
As for a stiffer rear sway bar, I don't know. There is a 7/8" rear available but that may be the stock size - Someone inform me on this. My suggestion would be get a strut brace on the rear if you want better handling, it helps alot.
