Help me Understand Offset

I'm looking at these 9 spoke rims that is 18x7.5 with an offset of 51. I was wondering would this work and what does "offset" constitutes? Also what tires could I mount on these bad boys without any rubbing issues? Would I be able to go wider on tires on the rear? I really appreciate it in advance.
