It's likely a bad dimmer switch. Happens frequently. You drop the hush panel, remove the lower dash, drop the column by removing the two nuts, then remove the small nuts that hold the dimmer, unplug it, install the new one making sure the rod is in place, tighten nuts, pull the pin, make sure the lever actuates the switch, put everything back.

No, the lever is called the multifunction stalk. When you pull on it, it activates the dimmer switch. When you push it up or down, it activates the turn signals. Also, it has the cruise functions on it. There is a rod that connects the lever to the switch down on the column. The dimmer switch is in the bottom photo, the diagram in the middle shows how it is mounted, and the top photo shows where it plugs in when viewed from under the dash (and you can see the two big silver nuts you remove to drop the column).

You may be able to go under there and switch it to low beams manually. If you get under there and hit the switch, you should see the rod moving in the switch. I've also seen some that are burnt up and melted.

Yep, and when you hit the high/low beam lever, you should see a rod moving at the dimmer switch. Sometimes you can get under there and manually switch high/low beam. Another thought that comes to mind is to switch the connectors at the headlight but I dont think they are the same.

The switch has a slight amount of adjustment built into the mounting. Maybe someone replaced it without tightening the screws completely. That would lead to ineffective action from the multi-purpose stalk ahem.
