In simple terms, hot water generally freezes faster than cold water because the molecular structure can change from one extreme to another faster than it can from a moderate temperature to an extreme.

BS. Heating water drives off the dissolved gases and precipitates the calcium hard water minerals which lowers the level of the incidental solute which raises the freezing temperature. Go back and read your junior high school General Science book.

Once in a while us Canadians do have the advantage over the rest of North America. Canadian Tire (Store) offers a heating unit for washer fluid and has been advertising it on TV since the fall. Go figure...
