Some cars were not equipped with standalone navigation and you had to subscribe to OnStar or whatever to actually be able to use it (activated per instance). I know some things have changed with OnStar so I don't know how this works (or doesn't) anymore but just a suggestion to check your car's equipment.
It is an odd thing? My sisters,2016 Chevy Impala has Navigation, but it only works when you call On-Star for the directions.
