Gauge Cluster Feed Limiter

On my '89, the speedo flashes when I hit 85mph. I've been told that there is a limiter on the gauge cluster feed. Is it possible to disengage or bypass that limiter? I notice however that the car still accelerates past 85mph so I know that there is no governor for that range of speed.

NORMAL! the mechanical/electrical limit is 85 mph. There is no 3rd digit! its just like normal needle type gauges of that era, which only displayed 85 mph at their limit.

I know in my 99 deville when I changed the export code to Saudi Arabia, it did that.
