It leaks if I fill it all the way and there doesn't appear to be any holes in the fuel tank underneath any ideas ?

Yup. Filler pipe is rusted through. They are impossible to find. I'd pull the old one and see if a muffler shop can bend one up for you, cut off the rusted part weld it to the top portion.

Otherwise the tank needs to be replaced ?

Ranger already told you the problem, is not the tank is the filler neck. I got one of the last ones available (2 years ago), probably that’s why it was ~$500, and the hose connecting the filler neck to the tank (a ~8 inch rubber hose) was another $98.
