Fog Light Question...

Hey this might be a dumb question but I just bought a 01 Seville STS and one of the Foglights looks like its tinted while they are off... The bulb works when on just looks not as bright as the other. Could this be the bulb or the whole foglight assembly? Also, here in Houston I was told sometimes a service manager can accept warranty work like this even thogh my warrant was up 7 months ago from the deliver date but still is under the mileage limit, anyone have any suggestions if it is the whole foglight housing what I should tell them?
