Is the fan getting voltage? Run a test lead to the battery from it to verify it turns on. Is the radiator full? Low coolant will not allow the temperature sensor in the radiator to read coolant temp which signals the fan on. With a/c on, the fan should run most of the time. Without it on, the fan only runs above 220 degrees coolant temperature.

Hello my 96 northstar engine cooling fan isn't operating correct. I check fuse and it is ok what else can I check before replacing it?

Thanks ot for the reply. I will check the voltage and make sure the radiator is full
