I have a 1990 cadillac sedan deville and it failed the eimission test the other day i had a 3.49 HC reading rather than the 0.80 standard reading and for my CO it read a 81.5 rather than a 15.0. Someone told me that all i need is a catalytic converter, is that all i need?

I have a 90 sedan Deville, if the cat converter is bad, it should loose major power driving it because of lack of flow from the exhaust. How does the car run?

I doubt that it is the cat.

Sounds more like a leaking fuel pressure regulator or a leaking injector.

Find the fuel pressure regulator on the fuel rail and pull the vacuum line off while the engine is idling. There shouldn't be any sign of fuel in the vacuum nipple. Apply vacuum to the nipple with a piece of hose and see if any fuel comes out. If there is any sign of fuel replace the fuel pressure regulator.
