ELC uses a compressor, solenoid pressure/exhaust control head and other - passive - components to control rear height. IF the compressor is frozen (common) or the control head is corroded/frozen(common) then the fuse blows.

You need to use your car's built-in trouble code scanner/memory to see if a specific component is at fault. Use the proper section of the sticky post "How to pull codes" on this Seville/Eldorado main threads page. It would help if we knew the model year of your car - please update your profile. (I know it's a '92 from your adjacent thread)(I fixed it)

EDIT: If your codes show failed compressor or control head the best bet is to replace the whole compressor assembly - compressor, solenoid head and filter/dryer. The Suncore site.

a blown fuse is usually the result of a short - or overheated circuit -

:yeah: My guess would be a bad compressor, but don't overlook a chaffed wire.
