I've got a '99 myself and have pretty dern well have the same problem you got.
Went to start the car one mornin once getting off work and got the exact same buzzing noise. Took me a few to figure out it was the fog light and then popped them off. Only when I turn on the fog lights do I get the electrical whine.
Also at the same time, it appears my cruise control will no longer function (bummer since I've got a 6 hour interstate drive coming up for Thanksgiving).
And I hear you on the heaters on the seats not working. Both front seats will no longer work, yet the ones in the backseat both work fine still. I asked the dealership and they told me they had to replace the seat entirely (huh?!?) and would cost in the range of $600-700 per seat (huh?!? again).
And I'll be derned if that passenger side high beam didn't go out a few days ago, but I'm just too lazy at this time to get out and replace it yet (well I hope it's just a blown bulb).
