Just curious I have 2007 dts performance all stock thinking about putting a tune on it similar to Texas Jim, co worker have a 2015 Dodge Challenger Rt all stock he said he will give me 10 cars and the hit in a quarter mile....Thoughts

A "DTS", regardless of the "tune" will never be a track star. Drive it for what it is - a semi-luxury sedan.

My DTS Performance is awesome but it's not a race car A tune could add too much torque which will damage the transmission. Removing the limiter would be ok if you want to go over 105 mph Not a good idea though.

The Performance is yes. The other trims is less not sure what speed.

Mine also says H. My current tires are V rated. I think I confused My RAM speed limiter. DTS300 is correct the Performance is 123 mph.
