Clogged drain possibly and it's flowing onto the brace allowing water to pool on it? That is really odd since its by the firewall, could possibly be Condensation from AC that causes that as well since the lines are there.

The inner portion by the fender looks good, maybe try a parts yard and replace it. I still think water is collecting on it. Close the hood and spray the front of the car windshield and check to see if it the vents are plugged which would force water to end up on that brace.

ESV? Isn't that based on the regular chassis trucks? Check and see if that is a common part between all of the GM half-ton trucks. Obviously it was not treated correctly from the part supplier who used a cheap grade coating/paint.

They all are based on the truck frames I know my uncle told me(he worked at gm)

No that's not normal. Has anyone got brake fluid on it? coolant? Anything like that? Put some acid on it let it sit for 30 seconds to 1 min scrape it off see if its totally rusted if its not its and easy removal, sand it down spray it with rust inhibiter and have powder coated or spray paint it. Mines 03 and still looks factory I live in Florida on coast and on a dirt road!
