disable traction control

I have a 92 deville and correct me if I'm wrong, but according to the owner's manual the traction control always stays on, and I know my car has trac control. On dry pavement, mine can't even spin a wheel from a dead stop even with almost full throttle, and I drove another 92 deville and it could smoke both tires at will, but I'm not sure if it had trac control. My car can spin wheels in rain and snow but not on dry pavement. I strongly feel that something is holding up the car, because from the dead stop when I give a half the full throttle the car lunges forward without a sqeal, but after about 3-4 seconds later and picks up speed with the constant throttle pressure suddenly the power spikes up and I get a much more acceleration. The sensation is as if the brakes are holding up the wheels at low speeds or something. I would like to disable the trac control, but I wouldn't know how to remove wheel speed sensors. Anyone else experience the same phenomenon?

Is the fuse located in the fuse box that's located under the hood up against the firewall? I remember trying to open it and couldn't do a thing to it. Can you tell me how to get the cover off so I can see the inside of it? Thanks.
In your car must be 2 fuse boxes - one in firewall and other inside (somewhere under dashboard in left side). But i dont know, how it open...
