I'm pretty sure this has been discussed but I couldn't find a thread.

While moving slow, like under 5 MPH and turning the wheel, I hear a creaking or rubber rubbing noise.

Any idea?

The noise is probably coming from the steering column intermediate shaft rubbing on the shaft seal this is addressed in TSB 02-02-35-003. Look where the steering column passes thru the floorboard under the dashboard. You will see a clear weather tight boot. More than likely this boot is deformed and will need to be repositioned to prevent it from rubbing when the steering column turns.
